The environmental protection department of Shaoxing City stated that taking the lead in promoting the coal to gas conversion in the printing and dyeing industry can not only reduce the emissions of large gas pollutants such as sulfur dioxide and smoke in Shaoxing City, ensure the completion of the "Twelfth Five Year Plan" for reducing large gas pollutants, but also improve the structural status quo of Shaoxing City's single energy source using coal, increase the utilization rate of clean energy, ensure energy security in Shaoxing City, and gradually improve the urban environmental quality.

To accelerate the "coal to gas" transformation of printing and dyeing enterprises, policy guarantees will be strengthened, and the principle of rewarding excellence and punishing inferiority will be fully reflected. Rewards and punishments will be given based on the progress of enterprise transformation. In terms of local financial subsidies, any renovation of standardized steam heating or direct combustion engines will be funded by the local government. In terms of subsidies for central environmental protection funds, enterprises included in the "coal to gas" plan for printing and dyeing enterprises in Shaoxing City, signing target responsibility agreements, and completing renovation tasks on schedule can enjoy special subsidies for central environmental protection funds in accordance with regulations.
